Selling & Marketing City Owned Land: Lessons Learned by the City of Ramsey

Patrick Brama, Assistant City Administrator/ Economic Development Manager, City of Ramsey

The City of Ramsey closed 10 land transactions in the past four years, totaling 30 acres, and $5.14M in sales. The City has four other land transactions under contract today, totaling 14 acres, and $1.4M in sales. The City has over 100-acres of additional land available for purchase today with a $13M asking price. Based on this experience, the City has learned plenty of lessons over the past four years. This presentation will dive into the lessons learned by Ramsey, including: developing template purchase agreement documents, adopting closed-session pricing/negotiation strategies, obtaining development shovel-ready documentation, adopting marketing strategies, and establishing an effective process for reviewing land transactions by various public commissions.

Hutchinson Case Study

The session will examine two successful business development initiatives: Hutchinson's "Jump Start Downtown" business plan contest, a virtual business incubation concept that resulted in two new businesses on Main Street Hutchinson and the newly built Hutchinson Enterprise Center, a 20,000 square foot "next generation" small business incubator in the city's industrial park. The presentation will include information about business incubation as an economic development strategy, key steps in developing similar programs in your community, and pitfalls to avoid.

What it Means to Be "Shovel Ready"

Everyone has heard the term "shovel ready" in relation to a greenfield site, but what does that mean? How does being shovel read help a business speed up their ability to build? There are several surveys and reports required in a shovel ready program, but most economic developers don't have engineering backgrounds that can help them understand why.  This session will offer an overview of technical documents like:

-Geotechnical reports

-ALTA surveys

-EAW vs. EIS vs. AUAR

-Phase I & II Environmentals

-Archeological studies

-Endangered species studies

Each of these surveys/reports is critical to companies looking to build in your industrial park. The speakers will discuss what each is, why it's necessary; and where you can save time, money and effort in commissioning them.

Saint Paul Innovation Cabinet

Marcq Sung, Senior Project Manager, City of Saint Paul

This session will explore the Saint Paul Innovation Cabinet's work that resulted in the creation of Full Stack Saint Paul, an action plan to implement targeted strategies to expand the technology and innovation sectors in the city. Full Stack Saint Paul is a private/public partnership co-led by the City of Saint Paul and the Saint Paul Area Chamber of Commerce that provides a full range of services to help tech and innovation businesses start and scale up in Saint Paul. From helping a business find the perfect office space, to facilitating connections between business leaders, to aligning start-ups with resources to grow their businesses, to supporting the next generation of tech talent, Full Stack Saint Paul helps establish Saint Paul as a place where businesses can locate and thrive. Goals of the action plan include 2,000 tech-related jobs added by 2020 and 200,000 square feet of additional modern office space in Saint Paul.

Nick Roseth,Chief Operations Officer, SWAT Solutions
Roseth will explore the local entrepreneurial ecosystem, public/private partnerships, business and talent attraction/retention, and more. Based on his work on DocuMNtary, a documentary about the tech industry in Minnesota, Nick will also discuss why Minnesota is a great place to set down roots, grow a career, and start a business. As we look at 2018 growth and new challenges,  Nick will address the value of diversity, social equality, developing the greater Minnesota economy, and bridging the gap between small businesses and the enterprise.

Economic Development and Strategic Planning in Low Income Communities

Strategic Economic Development can improve the quality of life and well-being within the community as well as build an infrastructure to sustain job creation. There are key elements within the strategic economic development process that contribute toward success, one being how the data drives economic change. This session covers the basics of understanding how to navigate the creation of partnerships and resources needed to create opportunities to ensure economic development is feasible, data-driven and sustainable.

A moderated panel of three local entrepreneurs including the founders of PRIMP Boutique, Woodchuck USA, and Minneapolis Cider Company will speak to their experiences in business plan development, site(s) selection, and working with communities through permitting processes and brand promotion.

How Much is Enough? Protecting Local Resources in Publicly Financed Development Projects

Public financial participation in private development projects can be a challenging endeavor. Determining the appropriate level of public assistance, negotiating with developers, and articulating  the need for assistance to the City Council and other community members are just a few of the issues local economic development practitioners must navigate. This session will explore some of the best practices involved with fielding requests for public assistance that can help set your community on a path toward successful and fiscally responsible development outcomes.

Business Incubation Programs Utilizing Existing Rental Properties

Joya Stetson, Director of Marketing, Community and Economic Development Associates (CEDA); Cris Gastner, Senior Vice President, Community and Economic Development Associates (CEDA)

This session will provide relevant information about Stewartville, Minnesota's new Business Incubation Program including research conducted, grant dollars received, program guidelines finalized, and regional collaborations established. The program was created to encourage the creation and support of new for-profit businesses that maintain and enhance a sustainable and diverse business climate within the City's business/commercial district. This goal is accomplished by providing business owners with education and rental assistance to increase opportunities for long-term success while filling currently vacant commercial properties in the community. As the first year of business can be the most difficult, the program is structured to last 18 months. The City partnered with Community and Economic Development Associates to provide education in business core competencies in addition to receiving a $9,000 grant from the Southern Minnesota Initiative Foundation to implement the program.

Land Use Planning & Economic Development - A Practical Outline

Public investments in transportation, water, sewer, industrial and commercial parks, energy, and other utilities all must be strategically planned to addresses long-term impacts on land value, location in relationship to existing and future land uses, and the potential to contribute effectively to the tax base and quality of life. In light of limited resources, proper planning is needed now more than ever to adopt blue prints that guide resource allocation to create the highest possible return on investment. Platting of road right of ways and provision of infrastructure not only adds value to the tax base, but it puts the community ahead in terms of responding to business needs. Thinking and acting strategically about Land Use enables communities to be ready for growth while minimizing adverse land use impacts.

From Start Up to Second Stage, Helping Entrepreneurs Grow

Elise Durbin, Economic Development Project Coordinator, Hennepin County

After trying other economic development programs for small businesses in the mid-2000s without much success, Hennepin County began to invest in initiatives that placed strategic emphasis on businesses with the highest job growth potential while providing for the continued cultivation of entrepreneurs. In 2011, the County partnered with two organizations to provide programs to entrepreneurs with businesses from start up to second stage. These programs have now grown to multiple counties in the metropolitan area, helping hundreds of local businesses with services technical assistance, access to capital, customized data and research, and peer learning.

Cancellation Policy
: With written cancellation notice, received no later than January 8, 2018, you will receive a full refund, less a $35 administrative charge. Cancellations after that date are nonrefundable. Substitutions will be allowed by same-company attendees if EDAM is notified before their arrival. No-shows will not receive a refund.
