In this role, you’ll conduct and analyze research in economic development areas of focus such as target industries, strategic plans, labor markets, real estate, and more.  
You’ll need to research experience, as well as analytical, project management and communication skills. The intention is start with a few hours a week.  If that’s all the capacity you  have, the role can be kept at that level; however, if you desire a full-time position, it can build toward that as well as we’re growing!

The City of Saint Paul’s Department of Planning and Economic Development is seeking to hire a Grants Compliance Specialist to join a team that is passionate about building a vibrant and dynamic Saint Paul by leveraging the strengths of a diverse urban core city. The successful candidate will contribute to a skilled team, strive for professional growth and demonstrate a passion for serving the community. 

The Grants Compliance Specialist will be a part of the Finance and Administration division and will be responsible for performing professional work in the administration, coordination and compliance oversight of Federal, state and local grants including Community Development Block Grant (CDBG), HOME and Emergency Solutions Grant (ESG). 
Primary PED Grant Specialist Responsibilities:
•	Overseeing City department and sub-recipient compliance with Housing and Urban Development (HUD) regulations for CDBG, HOME and ESG grants
•	Creating and implementing Federal compliance monitoring plans for City departments and sub-recipients 
•	Negotiating and managing sub-recipient grant agreements and contracts
•	Risk rating sub-recipients to assess organizational capacity to fulfill program requirements and fiscal condition
•	Monitoring City department and sub-recipient use of funds to ensure compliance with Federal and other grantor regulations, including HUD program requirement compliance as well as Federal compliance including contract bidding, SAMS debarment checks and subgrantee risk rating
•	Overseeing and tracking regional development grants managed by Planning and Economic Development Project Managers for program compliance and reporting
•	Providing guidance to City staff and sub-recipients on HUD regulations, grant compliance best practices and program administration  
•	Managing reporting on assigned grant programs including regional grant reporting and Federal plans and reports
